This framework ensures public interest and well-being while preserving societal cohesion against imbalance or deviation.<\/p>\n\n\n\n<p>Likewise, he explained during a workshop titled &#8216;The Objectives of Islamic Shariah and their Impact on Preserving Societies&#8217;\u2014part of a series for international students\u2014that the higher objectives of Shariah include the preservation of religion, life, intellect, lineage, and property. He also discussed secondary objectives, ranging from the &#8216;necessary&#8217; (Hajiyyah) to the &#8216;refinements&#8217; (Tahseeniyyah).<\/p>\n\n\n\n<p>As-Safty further noted that Shariah has established a system of deterrents to protect these objectives from violation, as they represent the very essence of societal stability. He explained that crimes threatening these objectives are regarded as \u201cmajor crimes,\u201d since they constitute a clear assault on the foundations and pillars of human society. He also stressed that the enforcement of penalties upon offenders is an exclusive responsibility of the ruler or his authorized representatives, carried out in accordance with strict regulations and precise conditions, warning against attempts by certain groups or individuals to assume this role outside the framework of the state.<\/p>\n\n\n\n<p>He added that the principle of \u201caverting hudud punishments in cases of doubt\u201d reflects the human dimension inherent in Islamic legislation. He explained that through penalties and deterrents, Shariah seeks to realize overall welfare and to reform human conduct, rather than merely inflicting punishment on the offender.<\/p>\n\n\n\n<p>In conclusion, as-Safty emphasized that protecting and preserving the objectives of Shariah serves as a safety valve, safeguarding the stability of all human societies.
