Prof. Hassan al-Saghir, Assistant Secretary General of the Islamic Research Academy and Supervisor of Fatwa Committees at al-Azhar ash-Sharif, said that our major crisis today in the world of thought, religious discourse, dawah, and fatwa is chaos, overlap, and contradiction. This is due to the emergence of speakers in our world today who have no knowledge and are not bound by religious regulations. He emphasized that anyone dealing with jurisprudential, religious, and dawah matters must proceed from the intended religious regulations, which spring from the Holy Quran and Prophetic Sunnah. The danger of this chaos is that it is attributed to Shariah which it is free from. Therefore, adherence to the regulations of knowledge and engaging with it is a necessity.
This was mentioned during a lecture entitled “Regulations of Fatwa and Research” for the imams of Somalia, during the course “Dismantling Extremist Thought”, held at the headquarters of the World Organization for al-Azhar Graduates in Cairo, in cooperation with al-Azhar International Academy for Training Imams, Preachers, and Fatwa Researchers.
Al-Saghir said that the idea of renewing religious discourse, which the West and others talk about, is a traditional idea that requires understanding, contemplation, and deep delving into the sciences of religion, its principles, and its branches. During the lecture, he also explained the concepts of the fatwa, jurisprudential research, the regulations related to the conditions of the mufti, and Fiqh of understanding reality and evidence.
